Laying the Groundwork for Better Access at Diamond Ridge Family Park

Not every project calls for large-scale earthmoving or miles of pipe. Sometimes, it’s the smaller parks and community spaces that benefit most from thoughtful site work and well-executed infrastructure improvements.

That was the case at Diamond Ridge Family Park in Windsor Mill, where Comer Construction partnered with North Point Builders and Baltimore County to help make long-needed upgrades to this local green space.

A Neighborhood Park, Reimagined

Tucked along Dogwood Road, Diamond Ridge Family Park serves a quiet residential area—but over the years, access issues and worn infrastructure limited how visitors could use the space. Baltimore County’s revitalization plan focused on improving safety and accessibility while preserving the natural setting.

The updates included replacing a problematic pedestrian bridge with a new stream crossing, resurfacing the parking area, rerouting walking paths, installing new stairs, and upgrading gathering spaces like picnic areas and overlooks. Comer Construction’s role focused on preparing the site and executing one of the most critical improvements: the new box culvert installation.

Grading & Excavation: Clearing the Way

Our team performed the necessary site clearing and initial grading. That meant removing overgrowth, prepping the area around the stream, and making room for new access points and rerouted trails.

While the footprint of the park is relatively small, the terrain and proximity to water required a careful, controlled approach. Our goal was to open up the site while maintaining its natural feel and preparing for the next phase of construction.

Diverting the Stream & Installing the Box Culvert

At the heart of this project was the replacement of an old pedestrian bridge that had long caused problems. Rather than rebuilding in the same spot, the County chose to relocate the crossing with a properly sized box culvert designed for long-term performance.

To make that possible, our team implemented a pump-around system to temporarily divert the stream. With the water flow safely rerouted, we graded the new streambed and carefully placed each piece of the precast culvert. Once set and secured, we restored the channel and returned the flow—leaving behind a stronger, safer stream crossing that now serves as the bridge.
