Laying the Groundwork for Baltimore’s Public Pools

Site work isn’t always visible once a project is complete—but it plays a critical role in keeping construction on track and facilities running for the long haul. Comer Construction was proud to partner with Plano Coudon Construction on four public pool projects across Baltimore City, delivering grading, excavation, and underground utility services to support these community investments.

A Citywide Push for Better Recreation Spaces

Baltimore City is investing in safer, more accessible recreation facilities—starting with upgrades to public pools that have served neighborhoods for generations. The Greater Model Aquatic Center, Towanda, Coldstream, and Walter P. Carter sites are all part of this effort, with construction led by Plano Coudon and supported by city and federal funding.

Grading & Excavation: Preparing the Land for Construction

Before any concrete was poured or pools installed, the land had to be reshaped to meet modern standards. Once existing structures were cleared, our crews handled precise grading and excavation at each site—cutting, filling, and compacting to support new pool basins, decks, and bathhouses.

We worked within tight site boundaries and around ongoing city operations, always keeping a close eye on drainage, slope, and stability.

Installing the Underground Infrastructure

In addition to ensuring the sites were properly graded, our crews worked below the surface—installing the essential underground utilities that keep these facilities running day to day.

Each aquatic center required updated water and sewer service. That meant trenching through tight urban sites, working around existing infrastructure, and coordinating closely with other trades to ensure everything was installed to spec. We followed engineered plans to run new lines, set structures like manholes and cleanouts, and make the necessary connections to city systems.

It’s not the kind of work most people see, but it’s critical to making sure the pools and their supporting facilities operate safely and efficiently for years to come. And it’s the kind of work we do every day—whether we’re supporting public facilities, private development, or utility upgrades across the region.
